Graduates who never studied
Certificates copied from a genuine reference document, presented to employers who have no route to check.
Sec-Print Ghana Limited · Accra · serving West Africa
Protect your documents. Eliminate fraud. Build trust. We turn ordinary documents into secure, traceable assets.
The problem
Documents are forged. Identities are compromised. Most organisations still treat printing as logistics. It is security infrastructure.
Hover a document to run the copy test — watch an unprotected one degrade under a photocopier.
Certificates copied from a genuine reference document, presented to employers who have no route to check.
Permits and licences issued informally. Units produced, units issued and fees collected never reconcile.
Staff cards duplicated in an afternoon. No log of who entered, when, or at what clearance.
Onboarding against documents that cannot be validated at the counter or against any register.
Anti-copy pantographs are a real Level 1 security feature: the background is engineered so that the act of reproduction breaks it down and reveals a warning. Documents without one copy cleanly.
What we do
Anyone can print. Not everyone can protect identity, prevent fraud and enable trust.
Hold it to the light
Sweep the lamp across the specimen. Fluorescent inks and randomly distributed fibres appear under 365 nm that no copier can reproduce — a check a border officer makes in two seconds.
Our solutions enable
Each control only holds because the one before it did. Run the chain end to end and security becomes measurable, revenue becomes recoverable.
One controlled perimeter. Blanks reconciled at every shift handover.
Nothing leaves unrecordedEvery unit carries an identity before it leaves the plant.
Every unit has a nameAnyone holding the document can check it against the register in seconds.
The market polices itselfProduced, issued and collected resolve into one ledger.
Three counts become oneBreak any link and the others cannot compensate — a serialised document nobody can verify, or a verified one that never reaches the ledger, still leaks.

By the numbers
Two Heidelberg Speedmaster ten-colour presses, running together.
On Atlantic Zeiser Versa and Card Line — close to two million a day run continuously.
Spread across four verification levels, from naked eye to manufacturer-only.
Outsourced, managed facility, revenue share, or equipment and technology transfer.
Worth knowing
A photocopier cannot resolve microtext. A copied document shows a broken grey line where the characters should be — which is how you spot one without any equipment at all.
Card bodies are tested from −35°C to +90°C, holding deflection under 4 per cent against a 10 per cent ISO limit — built for a dashboard in Tamale, not a laboratory.
The Eco SIM half card cuts plastic per unit while personalising at 6,000 to 8,000 an hour. Less material, identical credential.

Home/Company profile
A Ghanaian security printer built to international standard, producing the documents and credentials institutions depend on.
Our position
Sec-Print Ghana Limited produces the documents and credentials institutions depend on: certificates that must survive scrutiny, cards that must open the right doors, permits that must reconcile to a fee. Every one of them passes through people who were vetted, trained and made accountable for it.
Our work sits where physical security meets digital verification. A document leaves our perimeter carrying features a checker can read in the hand, and a serial the issuing authority can query from anywhere.
Part of TG Holdings Group — a diversified Ghanaian group, giving Sec-Print institutional depth alongside international security-grade standards.
Clientele
Serving both government and private sector is what makes the business resilient. Security programme clients are held under NDA and released on request during evaluation; commercial clients are named where they have agreed.
Ministries, immigration and transport authorities, municipal assemblies, electoral and examination bodies, revenue agencies.
Locally produced EMV cards at global standards, with faster lead times and lower cost than imported issuance.
High-volume SIM supply without the cross-border procurement delays that stall a launch.
Certificates, transcripts and student credentials with verification portals employers can query.
Specialty cards, loyalty programmes and secure staff ID that build trust and engagement.
Serialised packaging, excise stamps and track-and-trace for pharmaceuticals, alcohol and consumer goods.

A sample of the institutions we produce for — banks, telecom operators, ministries and manufacturers. Security programme clients are covered by non-disclosure and released on request during evaluation.
Shown with permission. If you need named references in your own sector, we will arrange them as part of the technical briefing.
Partners & collaboration
We work with, partner and collaborate with industry experts to deliver solutions and products across every sector we serve — from the press manufacturers who build our lines to the schemes that certify what comes off them.
The equipment partners whose platforms our lines are built on, and who support them in Accra.
Personalisation systems we integrate with, so a programme fits the environment a client already runs.
The bodies whose certification decides whether a credential is accepted beyond the border it was issued in.
Independent assessors and test houses who audit the work rather than take our word for it.
Open to collaboration. We work alongside systems integrators, consultancies and technology providers on programmes larger than any single supplier should carry. If you are bidding for identity or revenue-assurance work in the region, talk to us early.
Vision
To be Africa's most trusted provider of secure identity, printing and asset authentication — enabling national security, financial inclusion and regional integration.
Mission
To deliver world-class secure solutions that protect citizens, empower governments and enable businesses to thrive in a digital-first economy.
Core values
Absolute trust and integrity in every product, from an ID card to a government document.
Long-term relationships built on tailored, client-centred solutions rather than catalogue orders.
Future-ready work in IoT, blockchain authentication and digital identity platforms.
Meeting and exceeding international standards across every production line.
Supporting local industry, creating jobs and adopting eco-conscious production practices.

The people
A press can be bought. A certificate can be applied for. What cannot be bought is 1,600 people who know why a blank sheet is counted twice before it leaves a room.
Executive management
Between them they carry close to a century of security printing experience across Europe, the Middle East and Africa.
Management team
Quality, operations, finance, people, customer service and digital — each with a named owner rather than a shared inbox.
The workforce
Below the named roles sit the engineers, technicians, IT security specialists and client teams who actually produce the work — and who are vetted to handle live personalisation data.
Engineers, IT security experts and production technicians trained to international standards.
Regular upskilling on the latest global technologies as threats and standards move.
A mix of local expertise and global advisory talent on every major programme.
Internship and professional programmes developing the next generation of secure technology specialists.
Governance
Why institutions choose us
Why it was founded
Before Sec-Print existed, governments, banks and telecom operators across West Africa depended on foreign suppliers for the most sensitive things they issue — ID cards, SIM cards and financial instruments.
That dependency carried a cost most procurement files never captured. Lead times were set by someone else's production calendar. Personalisation data — the citizen records behind every card — left the country to be processed. And when a programme slipped, there was no one within reach to hold accountable.
Sec-Print was founded to close that gap: to produce, inside Ghana, to a standard that would satisfy any international auditor. Not a print shop that took on secure work, but a security operation that happened to print.
The bet was that credibility had to be built before the contracts arrived. So the early investment went into high-capacity production machinery, international certification, and specialists trained to global standards — ahead of the demand that would need them.
Founding principles
They were decisions before they were principles — each one costs money in the short term and compounds over the long one.
Critical security assets should not be imported. A country that cannot produce its own credentials does not fully control them.
Data stays inside GhanaBeing close to the client is worth nothing if the output would fail an international audit. Both, or neither.
Audited, not assertedA hologram does not secure a document. The perimeter, the reconciliation and the record behind it do.
Process over featureTrain people here. A programme that collapses when one supplier walks away was never secure.
1,600+ people todayThe journey
Each step was funded by the credibility earned in the one before it. Move along the rail to follow it.
Operations begin in Accra with offset and finishing capability. Secure card production starts with SIM cards and financial cards, establishing the reconciliation and access disciplines everything after it depends on.

02 / 07Recognition as a trusted supplier of high-security solutions across West Africa, and the beginning of an export position built on capacity rather than proximity.
03 / 07Investment in data encryption, cryptographic key management and personalisation technology, aligned to EMV, ISO, VISA and MasterCard requirements. The document stops being a printed object and becomes a record.

Capacity & scalability
Elections, mass banking rollouts and telecom launches do not arrive evenly. Capacity is reserved for the peak.
Financial cards, SIMs, e-passports, certificates, ballots and commercial cards at national scale — close to two million coded cards a day running continuously.
Flexible production from small runs to millions, tailored to the client specification rather than a catalogue.
Dedicated capacity held in reserve for seasonal surges: elections, mass banking rollouts, telecom launches.
Optimised logistics for secure delivery across ECOWAS and the wider African market.
System integration
Compatibility with the major personalisation platforms, and the flexibility to adapt to government and corporate IT environments that were never designed to be adapted.

Genuine vs counterfeit
On the left, a certificate carrying guilloche line-work, microtext, a security thread and serialised numbering. On the right, a competent copy. At arm's length they pass. Under a loupe, one of them collapses.
Programme types
Polycarbonate data pages with laser engraving, RFID encoding and multi-UV thread substrates.
PVC, PET-G or polycarbonate bodies with contact, contactless, hybrid or dual interface chips.
Watermarked security paper, microtext, holographic foil, unique numbering and QR verification.
Guilloche backgrounds, security inks, specialised numbering and full print reconciliation.
Serialised issuance that reconciles documents printed, documents issued and fees collected.
Ghana watch

Verification level
Application
The four levels
Verified in the hand, in daylight, by anyone. Guilloche, rainbow printing, OVI, embossing, MLI and CLI.
Checked by: the person receiving the document.
A UV lamp or loupe. Microtext, fluorescent print, hidden images, under-laminate holograms, surface relief.
Checked by: a trained officer at a counter or border.
Laboratory instruments and specialist knowledge. Spot tag inks, laser engraving depth, nano text.
Checked by: a forensic examiner resolving a dispute.
Verified against a record only the producer holds: build specification and card structure fingerprint.
Checked by: Sec-Print, against the production record.
Home/Verify
Every serialised Sec-Print document can be checked against the issuance register. This is a live demonstration of that portal.
Serial lookup
Demonstration serials: SP-2026-004821 · SP-2025-118934 · SP-2024-000117
A QR code on the document opens this lookup directly, or the serial can be typed by anyone holding it.
The serial is matched to the issuance record created at production, not to a copy of the document.
Inspecting bodies can query in bulk through an API rather than one document at a time.
Home/Innovation
The future is hybrid: physical documents that are digitally verifiable. Security built into the system, not added later.
Serialised numbering and packaging authentication that follows a unit from press to point of sale.
A verification route in the pocket of every citizen — scan, and the market can police itself.
Anti-counterfeit stamps for alcohol, tobacco and pharmaceuticals, bound to a central revenue register.
An append-only audit layer for issuance events, where regulation calls for immutability.
Bulk query access for regulators and inspecting officers, with reporting that reconciles to revenue.
Eco SIM half cards and reduced-material constructions that cut plastic without cutting security.
The model
This is what positions Sec-Print as an infrastructure provider rather than a print vendor.
Proven at national scale
Under the Excise Tax Stamp Act, 2013 (Act 873), stamps carrying features specified by the Ghana Revenue Authority must be applied before goods leave the factory, clear a port or are offered for sale — and a public mobile authenticator lets any consumer scan and validate in the shop.
The architecture generalises. Any regulator issuing a document with a fee attached can run the same design.
Expansion · plate factory
Building plate manufacturing in Ghana reduces import dependency and unlocks a set of allied industries around it.
A plate factory in Ghana that cuts import dependency and cost while holding quality control locally.
Build–Operate–Transfer and joint venture frameworks developed with government support.
Serving ECOWAS member states from a single standardised production base.
Opportunity for allied industries: coatings, logistics and packaging built around the plant.
IoT and RFID embedded into locally produced plates for vehicle tracking, anti-theft and fleet monitoring.
Serialised traceability against counterfeit medicines, one of the fastest-moving risks on the continent.
Home/Industries
Nine sectors, one requirement: a document that holds up when somebody checks it.
Regional leadership
Aligning with ECOWAS integration goals positions Sec-Print as a regional hub for secure identity and asset authentication — not just a national supplier.
Why local production wins
On-the-ground manufacturing cuts turnaround times and logistics cost against imported alternatives.
Products meeting or exceeding ISO, VISA, MasterCard and ICAO requirements.
Solutions adapted to African contexts: languages, regional regulation, cultural design.
Sensitive national information is processed inside Ghana and never leaves the country.
Home/Business
Secure issuance is usually procured as a purchase. It performs better as an operating model. Four structures, one set of standards, and a route that starts with a briefing rather than a tender.
Before the model
Answer these and the right model is usually obvious. We work through them in the first session, before anything is priced.
If personalisation data cannot leave your building, that rules out centralised production and points to a managed facility on your premises.
Determines: production locationIf there is no budget line this cycle, a revenue-share structure funds the programme from the leakage it closes rather than from your balance sheet.
Determines: who carries the investmentSome institutions need sovereign capability they own and operate. Others want the outcome without the operating burden. Both are legitimate; they lead to different models.
Determines: equipment ownershipAn election or a regulatory deadline cannot slip. Where the date is fixed, we plan backwards from it and hold reserve capacity rather than promising an average.
Determines: capacity commitmentDelivery models
The structure changes who owns the equipment, who operates it and how it is paid for. It never changes the standards the output is produced to.
You provide the data. We produce inside our certified perimeter and deliver under secure logistics.
Lowest operational burden. Fastest route to first issue.
We install and commission a secure production facility inside your premises, and train your people to run it.
Data never leaves your building. Access controlled by permission, not by policy.
We fund the equipment, software and production setup. You pay a share per unit issued, so the programme is funded by the revenue it protects.
Aligns the supplier with the outcome: we are paid when issuance is controlled and recorded.
Secure printers, issuance systems and consumables supplied with maintenance, training and standards support.
You own the capability. We carry supply, maintenance and the standards burden.
Side by side
One page, four structures, the criteria a finance committee actually weighs.
| Criterion | Outsourced | Managed facility | Revenue share | Technology transfer |
|---|---|---|---|---|
| Upfront capital | None | Optional | None | Client funded |
| Equipment owner | Sec-Print | Either party | Sec-Print | Client |
| Production location | Our perimeter | Your premises | Either | Your premises |
| Operated by | Sec-Print | Your staff | Sec-Print | Your staff |
| Personalisation data | Inside Ghana | Inside your building | Inside Ghana | Inside your building |
| Payment basis | Per order | Setup plus support | Per unit issued | Purchase plus service |
| Best suited to | Awarding bodies, corporates | Ministries, agencies | Fee-collecting regulators | Banks, sovereign programmes |
Most institutions know which column they are after one read. We can confirm it in a single session, against your actual constraints.
Request a technical briefingCommercial framework
Two programmes of identical volume can differ by an order of magnitude in security requirement. These five variables set the number.
| Variable | What moves the number |
|---|---|
| Volume & shape | Total units and the demand curve. A steady two million a year prices differently from two million in six weeks. |
| Security level | How many of the four verification levels the document must satisfy, and which features carry them. |
| Embedded technology | RFID, contact or contactless chip, hologram, laser engraving, tamper-evident substrate. |
| Production model | Centralised hub versus distributed issuance, and which party holds the equipment. |
| Customisation | Bespoke security design origination, applet development, integration with existing systems. |
Risk & mitigation
Every one of these has been raised in a procurement review. Here is how each is closed contractually and operationally.
| Raised | How it is closed |
|---|---|
| Data breach | Tiered access, FIPS-certified HSM key handling, encrypted transfer, personalisation data that stays inside Ghana. |
| System downtime | Backup servers, redundant production routes and reserved peak capacity. |
| Resistance to change | Training and phased rollout, so staff are competent before the switchover date. |
| Approval delays | Audit-ready documentation prepared in parallel with production planning, and SLAs that fix response obligations. |
| Support after handover | On-site support and dedicated project management for the life of the programme. |
